Why Harbin:

Last year, investment in Harbin from outside the metropolis increased 10.2 percent compared with 2018 and the city's industrial investment increased 24 percent, the highest it's been in the past five years. In 2020, Harbin planned to promote 750 key projects throughout the year, with a total investment of 580 billion yuan. In recent years, Harbin has launched measures to simplify administration procedures and decentralize decision making. As a result, the level of processing business affairs online has reached 94.8 percent, officials said. According to the new procedures, the time it takes to register a business has been shorted to less than two days.

Ice and Snow:

The annual Harbin International Ice and Snow Sculpture Festival has been held since 1985. The official start date is 5 January each year. While there are ice sculptures throughout the city, there are two main exhibition areas: enormous snow sculptures at Sun Island. The "Harbin International Ice and Snow Festival" is one of the four largest ice and snow festivals in the world. As the center of winter sports in China, Harbin has hosted the 1996 Winter Asian Games and the 2009 Winter Universiade. Along these events, many famous winter sports athletes come from Harbin. This year is the second year for Finlandia ski held in Harbin.

Opportunities in Green and sustainability:

There is a long-term project between ADB (Asian Development Bank) and Heilongjiang to take a strategic, holistic, and long-term approach to further develop and implement the Transformation Development Plan of Coal Cities in Heilongjiang. The project aims on establishing a non-coal economic base, i.e., green food, pharmaceutical, renewable energy, and high-tech industries.
