In accordance with the Chinese calendar, we've finally moved to springtime. The weather is warm, the flowers are blooming, and businesses, events, meetings and delegations are all back on track. The major political event, the "Two Sessions" has just been held. China’s top legislative body, the National Peoples’ Congress (NPC) opened the meeting on March 5 parallel with the Chinese Peoples’ Political Consultative Conference (CPPCC). |

This meeting has marked a capstone moment in the transition of leadership as Xi Jinping begins his third term. Premier Li Keqiang delivered his final government work report, and Li Qiang has taken over his responsibilities.
Then what were the main economical takeaways from the meetings? Based on the report China's GDP target is set “around 5%”. Government expenditure on basic research will be doubled over the next 5 years as China aims to build self-reliance in science and technology. Digital transformation is one of China’s core development goals. Recent years have seen a rapid modernization and digitization of China’s traditional industries, as well as the expansion of its digital infrastructure such as the advancement of 5G networks. As stated in the government's digital development plan, digital resources and the digital economy play a fundamental role in economic and social development. From Finland's perspective it’s good to see from the work report that, in addition to green and low-carbon development and digitalization, China will also put more focus on the elderly, children, and people with underlying diseases to prevent severe illnesses, as these are Finland’s strengths. China’s population has been in decline for the first time and there is a growing worry about a deepening demographic crisis. During the 2023 Two Sessions, there were also seen major changes made to several government bodies, such as the establishment of new ministries and restructuring duties from one body to another. We will have an offline member-only event on the key takeaways from Two Sessions by analyst Li Lu on March 20. After that we will hopefully have a better understanding of what kind of impact the changes will bring to the international business landscape in 2023.
We have also just finished the Finnish Business Confidence Survey. The survey result release event will be taking place on March 20 online (see events section). We will hear how companies have managed during the past year of Covid, and what are the prospects for the future. One of the success-stories throughout the challenging times has been Metso Outotec from the mineral processing industry. They have just opened a new factory in Suzhou, as you'll find at the end of this newsletter.
This spring is and will likely remain busy. In addition to the events listed on event section, we will have a Finland Country Pavillion for winter sports companies at the Zhangjiakou Winter Sports Expo on March 31 to April 2. Make sure to also save the date for these: AGM April 18 (offline, members only), Team Finland China biannual meeting in Hong Kong April 27 (Finnish companies), and Team Finland Business Delegation to Shangdong May 8-10 (Finnish companies). Member company news: Metso Outotec Suzhou Plant Expansion Project Launches |

On the afternoon of March 1, 2023, the Metso Outotec Suzhou Plant Expansion Project Launching Ceremony was held at Metso Outotec Suzhou Plant. Ms. Leena-Kaisa Mikkola, Ambassador of Finland to China, Ms. Anu Vuori-Kiikeri, Consul General of Finland in Shanghai, Mr. Marko Tiesmäki, Commercial Counselor of the Finnish Embassy in China and Head of Greater China of the Finnish Business Promotion Agency, Member of the Standing Committee of Suzhou Municipal Committee, Party Worker of Suzhou Industrial Park Mr. Shen Mi, Secretary of the Party Committee and other local leaders, Mr. Markku Teräsvasara, President of Metso Outotec Minerals business area, and Mr. Liang Xiaofeng, President of Metso Outotec Greater China, attended the ceremony.
Metso Outotec will expand its filter assembly plant in Suzhou, China, to respond to global market demand. The plant expansion will not only double local capacity in China to deliver high-quality filters for mining and other industrial customers, it will also provide additional space for the assembly of flotation drive mechanisms and mill reline equipment. The extended production facility is expected to open within a year and reach full capacity during H1 in 2024.
Ms. Leena-Kaisa Mikkola, Ambassador of Finland to China (photo on left below), said in her speech: "The green transition, however, comes with increasing demand for various metals and minerals, and mining is known to be a highly energy- and water-intensive industry. This is why it’s so crucial to develop energy-efficient production and to make sustainable, high-quality products with a long-life cycle. This is where Metso Outotec plays a key part. They are one of our major companies driving sustainable solutions in aggregates, minerals processing and metals refining, and they have a long history in the field.”
Markku Terasvasara (photo on right below) expressed in his speech that Today. we have a joint mission - to enable the Chinese minerals processing industry growth and develop sustainably both locally and globally. To do this, we want to provide Metso Outotec’s China market area with strong local capabilities with committed support from our global team to meet our customers’ evolving needs. |

Xiaofeng Liang (photo on left above) said that Metso Outotec's filters provide excellent water recycling efficiency, with more than 80% of the filter types being Planet Positive. After the expansion of Suzhou plant, we will provide customers with higher quality products and more timely delivery with improved optimized process and expanded capacity.
Ms. Liu Hua,Member of CPC SIP Working Committee and Vice Chairman of SIP Administrative Committee and Mr. Pei Dianfei, Vice President of Shandong Gold Group Co., Ltd (photo on right above) also delivered speeches at the ceremony and show their congratulations on the launch of Suzhou plant expansion project. |

Metso Outotec signed a number of agreements with Zijin Mining, Shandong Gold Group, Huayou Colbat, and Jiujiang Group during the ceremony. The contracts were mostly for filtration equipment.
The envoys from the Finnish Embassy and Consulates, FinnCham and Business Finland, the management team of the Suzhou Industrial Park, as well as representatives from customers, participated in the ceremony. |
